Fresh line marking is the worst of it
Road marking paint is formulated to key into a porous, dusty surface in seconds and survive traffic. On a vehicle it does exactly the same thing, and the longer it cures the harder it holds. A car driven through a wet line pickup usually carries it down the full length of the sills, into the wheel arches and across the wheels.
Tar and bitumen behave differently again
Hot mix and sealant are not a paint film, they are a bonded deposit, and they need to be softened and lifted rather than dissolved. The wrong solvent smears them and drives the staining further into the clear coat, which is the state most of these jobs are in by the time we see them.
Who usually pays for it
Roadwork damage is generally traceable to a contractor, a council works order or a project. Where it is, the assessment and the claim are handled the same way we handle an overspray claim, so the vehicle owner is not left chasing it themselves.

Photos tell us the fallout type and how hard it has bonded. That is usually enough to quote. Heavy or full-coverage jobs get sighted first.
